• Allow use of ?actuarial rates? for properties built before flood insurance rate maps were published, if they have sustained severe or repetitive losses. This will increase the cost of flood insurance for buildings that have a severe flooding exposure.

On its face, getting rid of Justin Casey is a line of agate type, the kind of transaction no one notices. But inside Cardinal headquarters, it has apparently created a bit of a divide.

Kent Somers of the Arizona Republic reports the move was ?deeply felt inside the team?s headquarters in Tempe,? and could hint at a split between General Manager Rod Graves and coach Ken Whisenhunt.

Somers said it would be ?hard to find a Cardinals employee more well-liked by his co-workers? than Casey, and there was no previous sense he was bad at his job.?But he was also close with Whisenhunt, as the two occasionally played golf together.

Was that the reason he was fired, as a power play by Graves?

?That?s ridiculous,? Graves told Somers, when asked about the speculation. ?Ken and I have a wonderful working relationship, and we?re on the same page in respect to improving as an organization, improving as a team and working together.?

Casey himself declined comment to Somers, and Graves didn?t elaborate on why he was replaced. There were other moves made in the front office as well, so perhaps it was part of a larger organizational shift.

Casey was replaced by Sean Castle, a CPA with no NFL experience.

?Our focus is on being a championship organization and becoming a championship team,? Graves said. ?Every year in that quest, I?m evaluating where we are, from a personnel standpoint, and assessing new talent out there.

?What I have been able to do in assessing candidates is really get a feel for the skill sets people have and realize what services they can provide us that we don?t have. And sometimes at the end of that evaluation, you come to the conclusion that you?re better off making changes.?

That?s all well and good, and there could easily be a reason for all this. But when moves like this are made without full explanation, the vacuum quickly fills with conspiracy theories. Whether there?s a Graves-Whisenhunt split or not, the impression does no good for the organization, and barring evidence to the contrary, folks will begin to believe it whether it?s true or not.

The construction for the 2012 Olympic Games is now over.? The less than ?9 billion stumped up by UK taxpayers (?142 for every man, woman and child in the UK) has been spent into the economy and claimed as GDP.? Now it's time to reap the real rewards as the thousands and thousands of visitors from across the globe descend upon London, spend spend spend, put massive pressure on the transport system and generally crowd out the city.? Anyone who lives in the UK and particularly London will have heard the cries to stay away if possible.? If not possible then plan and book journeys well in advance.? With these warnings ringing in my ears it was with much fear and trepidation that I awoke this morning and realised I had to travel into central London.

This is my journey....

After a surprisingly easy Tube journey I alight at Tottenham Court Road and wonder if I am really in one of the countries busiest streets on a Sunday.? I never intended this to become a blog post and so apologise as I only had a cheap camera phone with me to record the day.

Mid way between Tottenham Court Road Underground and Oxford Circus on Oxford Street.? No London 2012 tourists or locals on the streets and nobody spending into the economy via HMV.

How about enjoying lunch at the Official "Restaurant" of the Olympic Games?? Very few enjoying a McDonald's lunch. This is Oxford Circus at lunchtime on a Sunday!? There's clearly an Olympics on as you can see one of the Official Automotive Partners vehicles all liveried up in centre shot.? Unfortunately what I don't see is a lot of shopping bags nor a lot of people spending into the economy. Maybe they're all at the flagship Apple Store in Regent Street buying iPads and iPhones.? Nope not here.? Note that everyone in the photo with a blue shirt is an employee. Maybe everyone is shopping at the Official Department Store Provider to London 2012 (whatever that means...).? Nope they're not here either. I'm now wondering what's going on?? Of course, nobody is in Central London as they're all in East London at the Olympic Park.? Time to investigate.? About to head east to Ground Zero. Need an Underground ticket to head to the Olympic Park?? Maybe everyone has already planned and booked journeys well in advance.?

Sitting room only on the Central Line heading east.

One of the main thoroughfares into the Olympics.? This is the northbound Blackwall Tunnel Approach Road which is one of the Olympic Routes.? I'm now less than 1 mile from the stadium and can see the transport chaos that the Olympic Lane (the lane on the right) is causing. ?"2012 Games Avoid Driving Central London".? Advice clearly being followed by all. The taxi drivers won't be spending the extra earnings from all the tourists into the economy.? An Olympic Taxi rank right near one of the smaller entrances.? No queue and taxis lined up to right of shot.? The smaller entrance.? Plenty of open space for all the people to queue before the entrance.? Just that there doesn't seem to be anybody to queue.? With no ticket I could go no further. Downtown Stratford.? Less than 200m from Westfield Stratford and the main Olympic Park entrance.? No people or traffic but a nice BMW Olympic advertisement. Finally found all the Olympic goers.? This is the shopping precinct (Westfield Stratford) that everyone is herded through if they want to enter the Olympic Park through the main entrance.? This is completely self created congestion in an attempt to upsell tat and coffee to the punters before they enter the park. Unfortunately doesn't seem to be working.? Not many bags or coffees in view adding to GDP. Don't worry if you're on the Corporate Entertainment band wagon.? Help is at hand. ?Time to leave.? Stratford bus station.? Plenty of Police but not many punters. On board the number 25 bus.? For a moment I actually thought I was on the wrong bus as this service is usually jammed to the rafters no matter what time of day.

So the GDP for the construction has already been claimed.? Similarly the GDP from ticket sales.? I just hope that those that are actually inside the Olympic Park are drinking plenty of ?4.20 bottles of beer otherwise the portion of GDP from London based services and consumption could be in trouble.? Deeper recession anyone.

Malaysia water "crisis" signals fierce fight for richest state

KUALA LUMPUR (Reuters) - The surprise statement came during a rainy spell and when the seven dams in Malaysia's richest, most populous state were full.

Reserves of treated water in the opposition-controlled state of Selangor were perilously low, said the water company supplying a population of 7 million in the country's main industrial base. It was seeking approval to start immediate rationing.

For many it looked like politics, not water, was behind the problem - a measure of how high tensions are running ahead of national elections that must be called by early next year and which may be the closest in Malaysia's history.

"Of course, it's a political conspiracy," said Teresa Kok, a member of the Selangor state executive council and opposition member of parliament.

The July 14 announcement has set off an ill-tempered battle between the opposition-run state and the federal government that foreshadows an intense election struggle for the crucial swing state that is a base for multinationals including Panasonic Corp and British American Tobacco.

The state leadership says the ruling coalition is using water supplier Syabas to manufacture a water crisis and sow doubts in voters' minds over the opposition's competence.

Syabas, a unit of Puncak Niaga Bhd, has links with the Malaysia's ruling United Malays National Organization (UMNO). Rozali Ismail, the chairman of Puncak Niaga and executive chairman of Syabas, is treasurer for the party's Selangor branch and was dubbed Malaysia's "water king" by Forbes, which ranks him as the country's 37th richest person.

The federal government says the state has jeopardized its water supply by blocking the construction of a 3.8 billion ringgit ($1.2 billion) treatment plant.

"If we can make Malaysia the global centre for IPOs, how can it be that we can't resolve water issues," Prime Minister Najib Razak was quoted as saying this week by The Star newspaper, referring to several big stock debuts in Malaysia this year.

The problem could be resolved, he said, once the people of Selangor "choose a government that can do it."

As Malaysia's traditional engine of growth, the west-coast state was a prized, unprecedented win for the opposition in the last election in 2008, and the most potent symbol of the ruling coalition's worst election performance.

Wresting back the state would help lay to rest doubts about Najib's leadership within his own party and help the coalition rebound nationwide. For the opposition, retaining Selangor is crucial if it is to have any chance of winning a parliamentary majority and forming a government for the first time.

The state has been at the centre of concerns over voter fraud, with the opposition accusing the government of handing out voting rights to thousands of illegal immigrants.

"The stakes are the highest in Selangor. The prime minister really needs to win it back," said Ong Kian Ming, a political analyst and lecturer at Kuala Lumpur's private UCSI university.

TEST OF OPPOSITION COMPETENCE

The perceived performance of the four opposition-controlled states will be a crucial campaign issue as the three-party opposition alliance tries to convince voters it is capable of running the country.

Penang, another opposition-held state, has set an enviable record, attracting the country's highest level of investment in the manufacturing sector for two years running and slashing public debt levels by over 90 percent in three years.

Selangor's record is less spectacular. The state government has been dogged by talk of infighting and Malaysia's ruling coalition is presenting the water issue as exhibit A to show the state is being mismanaged.

"They want to influence the course of the elections. They have a monopoly over water resources and are holding the people to ransom," said opposition MP Tony Pua, adding that uncertainty over water supply was endangering investment in the state.

Syabas' shock warning of water rationing this month prompted indignant state officials to pose for pictures in front of dams brimming with water to show there was no shortage. Syabas hit back with images showing treatment plants at low reserve capacity, bolstering its case for the new plant.

"The responsibility for ensuring that Selangor has enough water treatment plants lies with the Selangor state government," it said in a statement released on Thursday.

Selangor has threatened to take over the water company's operations, a bid that was rejected by the government. The state government remains set on a takeover and is going ahead with plans to sack Rozali, aiming to use its 30 percent stake in Syabas to trigger a vote of no-confidence.

The federal government wants to open tenders for the new plant in a month, but it needs Selangor's permission to proceed.

The state government says the plant would lead to a steep rise in water tariffs and that projections for water consumption and population growth used to justify its construction are too high. Instead, it wants 225 million ringgit from the federal government to upgrade two existing plants and is prepared to add 200-300 million ringgit of its own funds.

Selangor state sources say the level of non-revenue water -- the volume lost before it reaches the customer -- at Syabas is above 33 percent. That measure of efficiency compares with Singapore's 5 percent, Denmark's 6 percent, and even falls short of Bangladesh's 29 percent, they say.

Campaigners against Syabas are urging the company to open its books to show if there really is a shortage.

"Failing to do so would only prove that the water crisis is manufactured," said Charles Santiago, an opposition member of parliament and coordinator of the Coalition Against Water Privatization group.

In our recent research we have noticed the number of BPO companies registered in China has increased 30% in the past two years. However, before saying China is taking the market share from India in the BPO sector, we have to look into the source of business. China?s BPO market is mainly driven by its neighboring regions such as Japan, Korea and Hong Kong, whereas India is most likely to be the outsourcing destination for American and European companies.? In this regard, I?d like to consider India as a knowledge partner for China in the development of the BPO industry. Of course, the financial turbulence centered on Europe in the global economy and the U.S. government?s promise to cut incentives for companies that ship jobs overseas have obviously exerted a direct impact on the shrinkage of the BPO business in India.

Philippines is catching up, it has become the largest call center destination in the world. China offers a large scale of labor pool with a relevant low cost, at least for now.

Eastern Europeans are able to speak German, Spanish, Italian and English, which is clearly an advantage compared to other BPO countries.

4. Can you discuss the development of software parks and that impact on BPO in China?

I?m not quite an expert in discussing the development of software parks in China. But I expect the Chinese government will invest more and more resources to support the establishment of software parks in the main BPO cities, which is certainly an infrastructural investment for BPO in China.

5. What are the benefits of setting up BPO structures in China? What infrastructural advantages are available in China?

The obvious benefit is of course you will enjoy a huge pool of labor, especially technicians and engineers. And as I mentioned before, the governmental offers tax preferential treatment to technologically advanced service companies.? As for the infrastructural advantages, we all know that the government is increasing its investment every year on the construction of infrastructures such as transportation and communication.

6. Which industries have been expanding into BPO in China?

Customers care such as call center. I heard that over 70 % of the outsourcing jobs income comes from the call center business.

7. What are the particular disadvantages to setting up BPO in China for foreign firms?

China is still at its early stage of developing a BPO market. First of all, China lacks of human talent with skills that is up to the international standard. English deficiency is one of the challenges, which affects the quality of services. Without the English skill, it is almost impossible for a person to obtain international exposure and knowledge in business processes, management and customer service.

Another disadvantage is that China has just implemented rules on security and intellectual property rights, they are assumed to have a relatively weak protection and this causes problems when dealing with products / services outsourced to China.Hence the foreign companies need to obtain an understanding of the Chinese law and government policies associated with the foreign business activities before deciding to outsource their products to China. But I?d suggest, and it is the way many foreign companies are doing, that they should consider hiring a local business advisory firm that help them to understand the local market, rules and regulations.

8. How can foreign firms (MNCs and SMEs) located in China take advantage of BPO in China to maximize their productivity and cut costs?

China offers a large scale of human labor. BPO for manufacturing process has been a hot topic. But China is gradually shifting away from its low-wage and labor-intensive industry. Companies who provide high-value-added services are highly encouraged. China is aiming at producing human talents with professional skills, at a much larger scale.

For foreign companies who wish to target the Chinese market, outsourcing part of its non-core business such as HR management, accounting and customer service to a local firm is certainly an efficient approach in both economic terms and cultural terms. Daily Kos: Small businesses do just fine with high taxes on wealthy

Well, lookie here. It turns out, according to this Center on Budget and Policy Priorities analysis, based on a Treasury Department study, those engines of job creation did just fine when taxes were high on the nation's wealthiest. It all depends, the report says, on how you define "small business," and the definition used by Republicans is so broad "that under it, both President Obama and Governor Romney would count as small business owners ? as would 237 of the nation?s 400 wealthiest people."

Charges that any tax increases on people making over $1 million a year, such as Senator Sheldon Whitehouse?s proposal to implement the ?Buffett Rule,? would inflict injury on many small businesses rest on the same misleading definition of small businesses

Contrary to these claims, an extension of the high-income Bush tax cuts would, in essence, constitute a massive tax cut for very wealthy individuals who overwhelmingly aren?t small business operators. ?Analysis by the Urban Institute-Brookings Tax Policy Center finds that extending the tax cuts for people over $250,000 of income ($200,000 for single filers) would overwhelmingly benefit the highest-income taxpayers: ?82 percent of the value of the tax cut would flow to filers with more than $1 million in adjusted gross income, who would get an average tax cut of $164,000 a piece.

There's also actual recent history to prove that higher taxes on the wealthy don't retard business growth, at all. That would be the job creation record under Clinton's higher tax rates in comparison to business growth after the Bush tax cuts. That comparison is clear in the chart above. To make this absolutely clear, real small businesses generated jobs more than twice as effectively under the Clinton tax code than under Bush's.

Guess what else is good about letting the tax cuts for income over $250,000 expire? It's what the people want. They see it as both helpful to the economy, and to make the tax system more fair. All of which means the Senate Democrats have to stand firm on their threat to let the tax cuts expire.
